This is the time for members of the public to present issues of concern or interest to the Board.  All issues requiring further research will be forwarded to the appropriate staff for response at a later time.  Each speaker will be limited to a maximum of three (3) minutes, and the format shall be limited to presentation only.  The Board will not engage with any speaker during this Public Comment period. Personal attacks and disagreements, personnel and employment matters, the use of profanity or ethnic, racial or gender-oriented slurs are prohibited, as is any "disorderly conduct" which violates State or Local law and shall not be permitted. If an individual disregards these rules, they will be asked to leave the Commissioner's Meeting Room.

Consideration and possible adoption of RESOLUTION NO.________-2023 for the grant that was awarded to Montrose County for Safe Streets and Roads for All (SS4A Grant) from the US. Department of Transportation for the purpose of developing a Safety Action Plan to improve safety and enhance mobility for all roadway users in Montrose County.  This represents an awarded amount of $400,000.00 with a County match of $100,000.00; as reviewed by Counsel.

PUBLIC HEALTH

Consideration and possible authorization of the Chair's signature on CDPHE Master Task Order Contract Number 23 FAA 00036, Task Order Number 2024*0444 for $20,000 in revenue for the period July 1, 2023 through June 30, 2024 as reviewed by Counsel.  The contract purpose is to provide environmental health services to achieve the uniform statewide administration, implementation and enforcement of standards and rules established by CDPHE for retail food establishments, child care facilities and schools.

PUBLIC WORKS

Consideration and possible authorization of the Montrose County Public Works Director's signature on change order #1 for the 5900 Road Loutsenhizer Arroyo box culvert in the amount of $26,530.00. The purchase of a 12 foot by 12 foot concrete box culvert was awarded to Rinker Materials on February 15, 2023. Change order #1 is for two additional 7-foot long sections of box culvert. Staff was able to obtain permanent easements from adjacent property owners to allow for a longer box culvert, which will save costs in wing wall construction. Change order #1 increases the awarded amount from $108,480.00 to $135,010.00.

Consideration and possible approval of a temporary easement and an access easement for perpetuity with Burnum & Shari Wimberley and Leaning Teepee LLC. These agreements allow access for construction and future maintenance of the 5900 Road Loutsenhizer Arroyo box culvert; as reviewed by Counsel.

SHERIFF'S OFFICE

Consideration and possible authorization for the Chair's signature of Contract Amendment #2 for the Jail Based Behavioral Services (JBBS) Agreement. The JBBS program will provide states funds for 7/1/22 to 6/30/24 in the amount of $717,521.00 for both years to the Montrose County Jail to support the Sheriff's Office in providing screening, assessment and treatment for offenders with substance abuse disorders and co-occurring substance use and mental health disorders.
